Phil is a foreman on the building site of the new house about to occupy the place where Mork & Mindy first met, after Mork takes Mindy there to apologize and to try and help them in their communication difficulties in Season 4's Present Tense. He is played by Ray Girardin.
About Phil[]
Phil is a super gregarious, burly and cuddly guy in his 40s, heading up the work crew on the new house going up on the site where Mindy first met Mork. When Mork takes her back there after they find they are having trouble readjusting to being a couple, with Mearth away with Fred. Phil, an incredible romantic at heart, comes to Mork & Mindy's aid after his crew start cat calling the couple trying to get romantic.
Shutting up the others, he mistakes them at first for the couple who are building/buying the place. Mork disabusing him of that, saying they can't afford that on Mindy's salary, Mindy explaining this is where they first met. Something which instantly ignites Phil's romanticism. After getting them a pair of hard hats, Phil tries to get Mindy to tell him the story, but she, understandably tries to brush it off as a typical 'boy meets girl' nothing special, before Mork enthusiastically contradicts her, launching into the full near unexpurgated truth, right down to flying Egg Ships.
Stunned by his telling Phil the truth of where he came from, Mindy is even more shocked when Phil doesn't even blink, telling them that's 'nothing' before relaying at length of how he met his wife, Mitzi, at an arm wrestling contest in Petaluma in California. Recalling in besotted tones, how he fell for her after seeing her in her Harley Davison T-Shirt, pinning another woman in 5 seconds flat, breaking her wrist in the process. He himself, he tells them, is a huge romantic, having bought her a cappuccino maker recently.
Insisting, when Mindy says they'll leave, that they stay as long as they like, not wanting to break up this romantic moment for them. As he heads back up, planning a romantic evening of his own with Mitzi, maybe going best of five in arm wrestling contest, pretty sure his wife will let him win. Not being able to resist him, shrugging and grinning at the couple, saying "Who could?!"
