Officer Boyd is a member of the Boulder Police Department who is in pursuit of two escaped convicts seen in the environs of the city, leaving one handcuffed under the watch of Mork in the Music Store, in Mork the Gullible.

Officer Boyd is a member of the Boulder Police Department who, is notable for his wonderfully articulate, highly eloquent, almost old fashioned speech patterns.
After Mindy leaves Mork alone in the Music Store for a few minutes. Boyd is seen outside, pursuing two men down the Pearl Street Mall. A few moments later he returns with one of them, a car thief, Dittman, in tow. Cuffing him to the small bannister inside the door he tells Mork to keep an eye on Dittman while he goes off in pursuit of his accomplice.
Unfortunately by the time Officer Boyd returns, Mork, having believed Dittman's assertion that he only escaped from prison to visit his sick mother, has used his finger to release Dittman and let him go. On the understanding that Dittman will be back by 2pm the next day.
The McConnell's all of whom have arrived back by this point, try to cover for Mork, with the 'perturbed' Officer Boyd, but Mork won't let them cover for him and confesses to what he did. Needless to say Officer Boyd is not as believing of Dittman's story, nor forgiving of Mork for having helped a criminal to escape from his custody. Telling him he should 'Strike him about the head and shoulders', he instead places Mork under arrest, cuffing him and taking him off to jail.
No one but Mork believes in Dittman's promise, and even he is on the cusp of doubting when it reaches 2.40 the next day and there is no sign of him. But right at that point, to the surprise of Mindy & Fred, visiting Mork, the jail doors open and Officer Boyd returns with Dittman in tow. Dittman having handed himself in, saying he may be a thief but he's not a liar, and he couldn't let Mork take the rap for him. Mork being the only one to believe in him, besides his mother.
When Mork asks Officer Boyd if that means he can go. Boyd reminds him that he still broke the law. However, he tells him he will speak with the 'adjudicator' and he believes that Mork will be 'as the street people say, extricated.'.
