Mrs Fowler is the Director/Manager of The Pine Tree Day Care Center in Boulder, Colorado where Mork works from the end of S2 through S3, and is seen in Dueling Skates.

Mrs Fowler runs/operates the Center and is Mork's boss.
During the events of Dueling Skates, she encounters both Mork and Mindy when the latter has dropped Mork off at work, and hassled, tells them that she's there to meet Paul Simpson the local land magnate who owns the lease on the Center. She informs them that their lease is up at the end of the year, and it looks very much like Simpson is not going to renew it. Instead the Center is to be torn down and turned into a parking lot for the Roller Disco across the street which he also owns. She tells them Mr. Simpson is on his way over to explain things.
Mrs Fowler is not seen again, but is mentioned in Mindy & Mork, when Mork informs Mindy that they had a creative crisis at the Center, after a crayon got lodged in Mrs Fowler's ear.
