Miss Kalinowski is an employee of the U.S. Bureau of Immigration and Naturalization, in charge of establishing whether adoption processes are legitimate, and the final arbitrator in the case of Exidor adopting Mork in Season 2's Little Orphan Morkie. She is played by Priscilla Morrill (in the first of her 2 different roles in the show).

An attractive brown eyed, red headed woman in her late 40s, Miss Kalinowski is business like and efficient. Calling Exidor and Mork forward for their interview with her, she informs them in no uncertain terms that despite all the other interviews Mork has carried out as part of the adoption process, it is this interview with her that will decide whether the adoption goes ahead or not. And therefore whether Mork is able to remain in the U.S. or not.
Asking for Exidor's references, she notes that he is a Dr of Philosophy. And also that he allegedly studied with Spinoza. The philosopher who died 300 years previously. When Mindy tries to smooth it out, pointing out that Exidor jokingly means 'Mel' Spinoza his friend from Harvard, Miss Kalinowski points out to Exidor that now is not the time for jokes, it could cost him a son. Exidor in full 'sane' mimicry, acknowledges this, Miss Kalinowski fortunately being distracted enough by her papers to notice the rubber chicken he pulls from his briefcase for 'lunch'.
On turning back to them she tells Exidor that the outcome rests on one central question. Why someone like he, would want to adopt someone as old as Mork. Exidor responds with an unexpectedly eloquent speech about whether there are any bounds on fatherhood and the need for a child or parent in ones life. Thoroughly moved, Miss Kalinowski is brought to tears. Confessing she had her doubts, she declares Exidor a fine man, truly believing that Exidor and Mork love one another.
Handing them the adoption papers to be notarized she tells them to bring them back to her when done. As Mork, Mindy and Exidor celebrate, Miss Kalinowski reminds them to be careful of the papers, they are the only extant set. As Exidor tells her he will, he ducks swiftly yelling at 'Pepe' to be careful playing frisbee in the office. As Miss Kalinowski's mouth drops, Mindy grabs a hold of Exidor and drags him out, leaving the official wondering what just happened.
