Mirth is a parallel world to Earth's, into which Mork falls when he shrinks uncontrollably after taking cold medication not suitable for Orkans.
Location[]
Mirth is microscopic world, contained within a parallel universe.
Ruled By[]
At the time of Mork's arrival in the world, the planet (and its power) is controlled by self styled tyrant, King Exidon, and his Glum party. However a rebellion is currently ongoing, at the same time, fomented by the 'Sillies' reacting not only to Exidon's attempts to control the planet's power but also ban humor to further depress the planet's population. The rebellion's leader being Mirth's parallel counterpart to Mindy, Mandy.
About[]
Mirth is very similar to Earth in terms of climate. However, though the planets plants and animals are very similar, much like the inhabitants they are 'slightly off' from what would be expected on Earth.

Mirth flora and fauna
The plants are often strange and unusually colored, with green meadow grasses and trees, punctuated by vivid pink, purple and blue shrubberies. The animals also are different, with cows not only multicolored (orange, red, pink) but dressed in 'pants' and wearing small hats. Wildlife too is oddly colored, and interact differently (e.g. a vole riding on a deer's back across water).

Extreme Humor vs Mid level Tech in Medieval Setting
While human life appears to have evolved similar to that on Earth, the technology of the planet seems to hover somewhere between (or in a hybridized form of) medieval and modern. Castles, jesters, and dungeons are still in use, guns resemble blunderbusses, but electricity is also widely in use, with televisions present.
Humor is of the more extreme variety, with slapstick pre-eminent to the point that even Mork notes how their comic's behavior makes his seem temperate.
