Judge J.D. Peak is the Judge who oversees the commitment hearing to assess Mork's capacity to function in society in The Pilot, he is played by actor Michael Prince.

Judge J.D. Peak is the Judge at the Boulder County Justice Center who oversees, or tries to oversee, the chaos that Mork's sanity hearing descends to.
Starting with trying to calm an irate Mindy who feels Mork is being railroaded, and listening to her pre-prepared speech. Judge Peak rules that Mork can speak for himself, after the weedy court appointed defense lawyer proves useless raising Mindy's ire again. He then has to watch as first the consultant psychiatrist melts down under Mork's cross-examination, then his entire court room disappears as Mork uncovers a ménage-a-trois between the psychiatrist, the prosecutor and the court-stenographer.
Left with only the defense lawyer, Mindy, Fred and a Mork sitting on his face (the defense resting), Judge Peak is left to summate. Declaring that, while Mork lends new meaning to the word eccentric, there is no law against being eccentric. Nor does he appear to be a danger to society, Judge Peak comments. Given that, and the fact that he has no expert witness, no prosecutor and no one to write any of this down...he dismisses the case against Mork.
