Judge Baker is the Judge dealing with Mork's immigration file in the aftermath of his visit the previous year to the Department of Immigration and Naturalization. He appears in Little Orphan Morkie and is played by legendary veteran character actor Charles Lane.

Judge Baker is the unfortunate member of the judiciary landed with Mork's immigration file after the Orkan's visit to the Immigration offices the previous year in Mork and the Immigrant. With both Mindy and Mork under the impression that Mindy's managing to make Mork sound crazy by getting him to tell the Immigration officer the 'truth' about his origins was enough to get his application binned, Mork is surprised to hear from the Dept again who say he has more questions to answer.
But not as surprised as Judge Baker when Mork turns up in full Uncle Sam outfit, and proceeds to try and show him where in the sky Ork is. Appreciating Mork's enthusiasm for the country he's landed in, but warning Mork they don't allow immigrants to be naturalized on force of personality alone, he is interrupted by a rapidly arriving Mindy who has only just found out where Mork is. With Mork trying to give straight answers about his planetary Observer job, and being urgently and repeatedly stopped by Mindy, Baker finds himself with twice the headache as he had before.
Telling them that Mork has to bring his passport and birth certificate to him or face deportation he affords them 5 days grace, then rises up to tells them that he's off to take '2 Adult Strength' pain killers, thanks to the pair of them. Pausing only on Mindy's question about whether their might be another way for Mork to say if he can't find either his passport or birth cert, to answer, yes, if he marries an American citizen.
