Jim Blake is the leader of Boulder's chapter of Pure Power, a White Supremacist Group that Mork gets involved with while trying to recruit support for Nelson Flavor's attempt to get elected to Boulder's City Council. He is played by Ed Peck.

Upstanding business type outwardly, Jim Blake in an unrepentant racist who is intent on 'cleaning up' Boulder, removing any 'elements' he deems are 'UnAmerican' including among others, 'Blacks', 'Latinos', Asians, and Poles.
Meeting Mork, in full 'Nelson' mode, at one of the Pure Power meetings that Mork goes to, in Nelson's believe they are a Clean Energy group. Mork recruits Jim Blake and his lieutenants, Helen Anderson & Lloyd Prescott, in support of Nelson, who through a combination of crossed wires and Mork's ignorance, they believe to share their own racist outlook. In addition Mork enjoys the jokes they tell, taking them as jokes and not seeing the harm and ethnic slurs involved, and starts to see them as new friends.
Setting up a meeting between Nelson and the trio, Mork is very keen for Mindy & Nelson to learn what the Pure Power group has taught him, only for Mindy and her cousin to be horrified on hearing what they do stand for. Jim and the others are equally horrified when Mindy plainly tells them that through their mutual grandmother, both she & Nelson have Polish blood, and are happy to go when she throws them out of her apartment. But Blake's influence over Mork has taken root and when he insists that she's being harsh on his new friends, Mindy suggests that if he feels the same way about her family background and the other ethnicities they are determined to get rid of, he'd better go with his new friends. Which Mork does, shocking her.
Mork continues in the same vein the following day, and it takes Mindy getting truly angry with him and telling him to shut up, to stop him delivering racist and bigoted slurs to just about every non WASP group. Not getting why she's so angry, Mindy lays it on the line how these kinds of 'jokes' can be precursors to more serious and violent actions.
Something Mork learns for himself when he and Mindy return home to find her apartment ransacked and an effigy of her in one of her dresses strung up by a noose with 'Polack go Home' hung around its neck.
Furious, Mork tells her to stay there, and leaves to speak with his 'friends', and for the first time in his life acts violently, destroying the Pure Power groups HQ, until Mindy comes after him and stops him, telling him that they can't fight violence with violence, and need to combat ignorance with love and understanding. Jim Blake arrives with his Group in full hoods and robes, surrounding them, out to take revenge on them for what Mork is done. When Mork's attempt to 'love' them fails, he goes with understanding, and tweaks their genetic chemistry, turning the Group literally all shades, specifically making Jim a black man telling Mindy they'll stay that way till they gain some understanding of their own.
