Happy Valley Hospital is a Sanitorium in Boulder, for those with mental health issues. It's inmates are either there by their own volition, or have been committed, and wear night wear through the day and night. It's a relatively bright and cheery place, with at least 140 rooms, and a comfortable rec room with a lot of paintings, books and games.

Mork, on his visit to the hospital is given a tour by the very warm and friendly, Nurse Tula. Despite being shown the caged windows, rubber rooms, and other facilities Mork fails to understand the purpose of it, though does suspect that at least some of those there don't have all their 'wheels in the sand'. Still, he can't understand why Peter can't leave if he so chooses, thinking from Tula's explanation that it's so they won't hurt their wings (believing Peter to be Peter Pan).

Breaking out
Mork's worrying about Mindy's depression and down mood over her future, makes him desperate to get the super upbeat Peter out to cheer her up, but is thwarted by the rules of the Sanitorium. Still not understanding the purpose of the place, Mork misunderstands Mindy's explanation of how people who have not been convicted of anything should be set free, sneaks into the Sanitorium to break him out, and take him home with him. To Mindy's initial alarm.
On getting Mindy to 'believe' in him, and discovering that he is missed back at the Sanitorium, even by the grumpy Sid, Peter decides to return voluntarily rather than try and go on the run, choosing to keep cheering up the other inmates.
